While high-profile project announcements and municipal council votes are well-documented across municipal meeting minutes and regional press coverage, significant gaps remain regarding definitive engineering interconnect approvals, environmental discharge permits, and final utility power purchase agreements. Specifically, the Loring facility remains in early planned deployment stages without complete operational utility verification across all 50 MW. The Jay paper mill project is currently stalled and on hold following the developer's exit in June 2026, leaving future site remediation and redevelopment ownership uncertain.
