Claim classification: Not yet assigned · Retrieved: 2026-08-29
Limitation: Fairfax County Land Development Services / Department of Planning and Development case files were not retrieved

NOT_FOUND for all named projects. The fetched approval records contain no decommissioning/hardware-removal/site-restoration condition: the Hornbaker proffers cover sustainability, PUE target, architecture, and noise limits but not end-of-life; the Caroline CleanArc statement and Stafford grandfathering coverage are silent. Virginia's statutory decommissioning-bond provision (§15.2-2241.2) applies to **solar** equipment, not data centers, though other localities (e.g., Smyth, Henry County's new D-C district) have begun adding data-center decommissioning language.
Key data: §15.2-2241.2 covers solar only; zero data-center decommissioning conditions in fetched project records
Claim classification: Not yet assigned · Retrieved: 2026-08-29
Status date: 2026-08-26 (Henry County ordinance)
Limitation: Full proffer statements and zoning ordinance texts for these cases were not obtained; absence is inferred from summaries plus the statutory scope.
NOT_FOUND for these specific projects across dimensions 1, 2, and 3. Searches of Virginia DEQ's issued data-center air permit list, DEQ PEEP portal landing page, DEQ water-withdrawal reporting pages and dashboard, and project-name news searches returned permit identifiers (e.g., IAD-264 Article 6 mNSR permit 74349-1; IAD450 Cosner 74288-2 issued 06/01/2026; IAD-870 74329-2 issued 03/26/2026) but no EJ finding, no project-specific withdrawal volume, and no queue position.
Key data: Permit IDs only: 74349-1 (IAD-264), 74288-2 (IAD450), 74329-2 (IAD-870)
